ENPPI, PMS Sign Offshore Work Contract for Harmattan Gas Field

The state-owned Engineering for Petroleum and Process Industries  (ENPPI) has signed a contract with the Petroleum Marine Services (PMS) for offshore works and installations for the Harmattan gas field.

While ENPPI is the operator of the field, PMS, will undertake the execution of the works.PMS is a leading Egyptian offshore construction and services company that operates a fleet of 20 vessels, serving major clients across the Mediterranean Sea, the Red Sea, and the Gulf of Suez.

This agreement comes within the framework of plans to accelerate the development of the Harmattan natural gas field in the Mediterranean Sea. It follows the signing of the Final Investment Decision (FID) between the Egyptian Natural Gas Holding Company (EGAS) and Arcius International to develop the field during the Egypt Energy Show (EGYPES 2026).

The contract was signed by Khaled Ibrahim, Chairman of ENPPI, and Walid Hegazy, Chairman of Petroleum Marine Services (PMS).

This signing reflects the great confidence in the technical and operational capabilities of PMS, as well as its ability to execute strategic offshore projects in accordance with the highest standards of safety and quality, according to a statement by the Ministry of Petroleum and Mineral Resources (MoPMR).

EGYPES 2026 has also witnessed the signing of the project’s general contractor agreement between the Pharaonic Petroleum Company (PhPC) and ENPPI.

The Harmattan gas field development project aims to produce 150 million cubic feet per day (mmcf/d) of natural gas, in addition to 3,300 barrels per day (bbl/d) of condensate. Ongoing studies explore increasing production rates to 200 mmcf/d of gas and 4,400 bbl/d of condensates. This supports domestic production within the framework of the MoPMR’s strategy to expedite placing discovered fields on the production map.

The scope of work for PMS includes the installation of the 1,068-ton Harmattan offshore platform and the laying of a 16-inch diameter subsea pipeline spanning 50 kilometers (km), in addition to carrying out the necessary safety works for the line. These efforts aim to accelerate the start of production and maximize the utilization of gas resources in the Mediterranean Sea.

PMS emphasized that this project is a new addition to its track record in executing specialized offshore works, reflecting its position as a reliable national partner in oil and gas projects.

ENPPI signed several other agreements and MoUs during EGYPES with a number of local and international companies, including Wood Group, Infinity, Elsewedy Electric and AVEVA.
