Egypt and Libya signed a memorandum of understanding (MoU) to strengthen cooperation in electricity and energy, with a focus on upgrading Libya’s power network and supporting its growing infrastructure and development needs.

The MoU, signed by Egypt’s Ministry of Electricity and Renewable Energy and Libya’s Fund for Reconstruction and Development, aims to leverage Egyptian expertise and capabilities to develop and improve the efficiency of Libya’s electricity networks as urban expansion and reconstruction projects increase across several Libyan cities.

The cooperation also covers renewable energy projects and the adoption of modern energy-sector solutions to meet the growing electricity needs of development and urban projects while improving the efficiency and sustainability of Libya’s power system.

The agreement expands a broader Egypt-Libya energy relationship. In January 2026, Egypt’s Petroleum Projects and Technical Consultations Company (PETROJET) and Libya’s National Oil Corporation (NOC) signed an MoU covering cooperation in petroleum, natural gas, and mining. The agreement provides a framework for joint research and exploration, crude oil refining and refinery development, and studying the transport of crude oil and natural gas between the two countries.

The latest electricity agreement is part of Egypt and Libya’s broader effort to expand technical and implementation cooperation and leverage Egypt’s experience in infrastructure and energy projects. It also comes as both countries seek to support Libya’s reconstruction and development through expanded cooperation across energy and related infrastructure sectors.
