With Proserv growing widely at a fast pace, according to their expansion Proserv is now heading towards Libya and Sudan in the oil and gas field. Libya is a member of the Organization of Petroleum Exporting Countries (OPEC), holds the largest proven oil reserves in Africa. According to the 2011 BP Statistical Energy Survey, Libya had proved oil reserves of 46.422 billion barrels at the end of 2010, equivalent to 76.6 years of current production and 3.35 % of the world’s reserves.
Libya is Africa’s major oil producer and one of Europe’s biggest North African oil suppliers. Supplies from North Africa to Europe destinations have the advantage of being both timely and cost effective. According to the 2011 BP Statistical Energy Survey, Libya produced an average of 1659 thousand barrels of crude oil per day in 2010, 1.97% of the world and a change of 0.4 % compared to 2009. Libya’s economy, based on oil and exports contributes between 75% and 90% of State revenues.
Libya has very low production costs and the oilfields are close to the refineries and markets of Europe. In addition, despite almost half a century of exploration, Libya remains largely unexplored with vast oil and gas potential. The under-exploration of Libya reflects the impact of sanctions formerly imposed on the country.
As for Sudan according to the 2008 BP Statistical Energy Survey, Sudan had proved oil reserves of 6.614 billion barrels at the end of 2007 or 0.53 % of the world’s reserves.
So far Sudanese oil exploration has been limited to the central and south-central regions. The upstream oil industry could be the key to the future of the economy of the North East African state of Sudan. Although the country is considered to be vastly under-explored, it has been a producer of oil and gas for a number of years. The country’s oil and gas reserves are vast. The downstream oil industry in Sudan is an important sector in the country’s economy as Sudan has three refineries and imports both refined product and crude oil. The completion of a new refinery has made Sudan largely self sufficient and able to export refined as well as crude products. However, Sudan still needs to import jet fuel.
The industry is regulated by the Ministry of Energy and Mining. The Ministry of Finance and Planning is also involved in the energy sector. Its representatives are members of the Petroleum Affairs Board which is responsible for final approval of petroleum contracts. However, day to day control of the oil industry is exercised by the Exploration and Production Authority, a state owned entity.
